They are different services. Transcription renders a document's handwriting as text. Translation transfers its content into another language.
Is this the same registration done in Italy after citizenship recognition?
No. In that context, registration means entering civil records in Italy's civil register. Paleographic transcription means reading and transcribing handwriting in old documents.
